The 2050 Pathways Platform has received funding from Germany’s International Climate Initiative (IKI), to support specific countries in “Laying the foundations for long-term low emission development strategies (LTS)” or LT-LEDS (see project page). In addition to supporting countries on elaborating their LTS, this work will assess the real-world impact of LTS across various countries to provide practical recommendations for maximizing their effectiveness in climate action.
This flagship study will undertake a comprehensive review across a wide set of countries, including 2050 Pathways Platform member countries that have adopted an LTS and additional countries identified through partners. The objective is to capture the real-world impact of LTS, test emerging findings with experts and practitioners, and distill lessons and practical recommendations for governments, development partners, and the UNFCCC process on how to maximize the impact of LTS as practical instruments for implementation in the decade ahead.
The expected outputs from the project are:
a) Product 1: Inception Report – A detailed plan outlining the methodology, analytical framework, country coverage, and data collection tools. The inception report will also include a proposed design for expert consultations and validation workshops, including the selection of participants and the process for capturing inputs.
b) Product 2: Interim Analytical Note – A short report summarizing emerging findings from the cross-country review, highlighting initial lessons on LTS impacts and their role in implementation. The note will be used as a basis for the first expert consultation, allowing feedback and discussion to refine the direction of the analysis.
c) Product 3: Final Report – A comprehensive analytical report (~50-60 pages plus annexes) presenting findings from the multi-country review clearly and engagingly. The draft report will be tested in a validation workshop with governments, experts, and partners before finalization. The final report will include, at least:
- Executive summary with key lessons for enhancing LTS as tools for action.
- Description of the process and methodology followed.
- Comprehensive analysis of all identified impact dimensions, clearly articulated and supported with evidence.
- Illustrative country vignettes showcasing diverse experiences.
- Actionable recommendations for governments, development partners, and the UNFCCC process.
d) Product 4: Policy Brief – A concise 5–8 page summary of key findings and recommendations, aimed at decision-makers and negotiators. The brief will integrate feedback from the validation workshop to ensure clarity and relevance.
e) Product 5: Presentation Deck and Results Delivery – A visually engaging set of slides highlighting the study’s key messages and recommendations, prepared for dissemination at key moments (e.g., COPs, regional dialogues, donor roundtables). The consultancy is also expected to deliver the presentations of results to relevant audiences, ensuring that findings are clearly communicated and discussed with stakeholders.
f) Product 6: Consultation and Workshop Reports – Design, organize, and conduct expert consultations and validation sessions at key stages of the study (consider a mix of virtual and in-person options as feasible). Produce summary reports documenting the process, outcomes, and how stakeholder feedback was incorporated into the analysis, ensuring that the consultations meaningfully shape the final recommendations and outputs.

Clarifications
The European Climate Foundation, which hosts the 2050 Pathways Platform, is a registered charity (in the Netherlands), not a registered business, thus we do not have a VAT number. As such, it is important to include VAT in the total amount of the budget proposal.
