Rosa De Luis Matesanz

Senior Associate

Rosa is a Senior Associate at the 2050 Pathways Platform, based in Paris. In this capacity, she leads country engagements, coordinating the platform’s activities with governments, local technical teams, and partners to design and operationalize strategies aimed at achieving net-zero emissions and climate resilience.

 

Prior to joining the Platform, Rosa worked at the World Bank, where she provided technical support to clients on the delivery of climate-resilient urban projects across multiple regions (including conflict-affected areas). She has also co-authored several policy reports on climate-resilient and low-carbon urban development. Rosa brings additional experience from the private sector, specializing in climate-smart urban planning, municipal infrastructure, and sustainable urban growth management.

 

She holds a Master’s degree in Urban Planning from Sciences Po Paris and a Master’s degree in Philosophy, Politics, and Economics from Leiden University. Rosa is fluent in Spanish, Portuguese, English, and French, and speaks some Mandarin. Outside of work, she enjoys exploring cities, travelling and films.
